Hawai‘i DOT proposes amendments to transportation improvement program for fiscal years 2025-2028

The Hawai‘i Department of Transportation (HDOT) has announced proposed amendments to the Statewide Transportation Improvement Program (STIP) for Federal Fiscal Years 2025 to 2028. The STIP outlines ground transportation projects and programs eligible for federal highway or transit funding.

HDOT is revising the current STIP, initially approved on November 20, 2024. To qualify for federal funding, projects must be listed in the STIP. HDOT oversees development and revisions for Kaua‘i and Hawai‘i Island, while O‘ahu and Maui's regional Transportation Improvement Programs (TIP) are managed by their respective Metropolitan Planning Organizations and incorporated into the STIP unchanged.

Revisions aim to address significant changes in Federal Highway Administration and Federal Transit Administration funded projects due to shifts in purpose, need, schedules, priorities, or cost estimates. These adjustments may lead to new projects being added, financial restructuring of existing projects, schedule changes, or deferrals to maintain fiscal balance.

Public comments on the proposed changes are welcome until February 25 via mail, fax, or email. Detailed information on the amendments is available on a PDF document highlighted in yellow or red text.
