The Hawai‘i Department of Transportation (HDOT) has announced its plan to declare a traffic emergency zone on Interstate H-1 in Hālawa. This decision follows the discovery of voids beneath a drainage culvert, which pose a risk to the freeway structure above it.
The HDOT initiated repairs on May 2, 2025, with efforts focused on shoring up the culvert. Further work will necessitate a complete closure of the Hālawa/Ulune Street on-ramp to westbound H-1. These closures will take place from May 5 to May 9, between 9 a.m. and 2 p.m. daily.
The closures will extend into the following week, impacting the ramp’s right shoulder from May 12 to May 16.
A traffic emergency zone designation enables the HDOT to fast-track procurement and permits necessary for constructing improvements to secure access to the state highway.
Stakeholders interested in commenting on the traffic emergency zone designation for the Interstate H-1 in Hālawa can participate in a virtual public meeting.
