Nightly ramp closures set for westbound H-1 Freeway as part of widening project

The Hawaii Department of Transportation (HDOT) has announced that nightly full closures will take place at the Hālona Street and Likelike Highway on-ramps to the westbound H-1 Freeway starting the week of Monday, November 3. These closures are part of ongoing work for the H-1 Freeway Widening project.

Work crews will close two right lanes on the westbound H-1 Freeway between the Hālona Street on-ramp and the Richard Lane underpass from 9 p.m. to 4:30 a.m. each night. The closure is required for installing temporary lighting in support of utility relocation efforts along this stretch of freeway. For safety, both the Hālona Street and Likelike Highway on-ramps to the westbound freeway will be closed during these hours.

Drivers heading toward Honolulu via Likelike Highway will be rerouted through Kalihi Street to North King Street before reentering the westbound H-1 Freeway. Those traveling westbound from Hālona Street will be detoured via Houghtailing Street to North King Street for freeway access. HDOT advises drivers to plan ahead, expect delays, and exercise caution near work zones.

“Please plan accordingly, allow for extra travel time to get to your destinations and proceed with caution through any work areas,” according to HDOT.

Special duty police officers will manage traffic control and safety at these locations. Electronic message boards will display closure information.

Ongoing construction also includes widening the eastbound H-1 Freeway and building new retaining walls, with daily activity in the eastbound shoulder area. Two lanes may close within project limits Monday through Friday nights from 9 p.m. to 4:30 a.m., as needed. The H-201 Moanalua Freeway on-ramp to the H-1 Freeway will also close during these hours.

On Beckley Street, daily full closures from 7 a.m. to 3:30 p.m. continue as workers install a new waterline vault—an underground structure for water meters and valves. Outside working hours, Beckley Street remains closed at Gulick Avenue but local traffic can access it from Diamond Head side; this closure is expected to last three months depending on weather conditions.

Additional daytime work is ongoing on Richard Lane and Gulick Avenue with alternating single lane closures from Monday through Friday between 8:30 a.m. and 5 p.m., supporting utility relocation related to freeway widening.

HDOT now estimates completion of widening and retaining wall construction by December 2025—a revision from an earlier estimate of November 2025. Installation of a temporary pedestrian bridge over Gulick Avenue, which requires complete overnight closure of both directions of the H-1 Freeway, is now anticipated for May 2026 instead of March 2026.

The overall Eastbound H-1 Freeway Improvements Project is projected for completion in October 2027 rather than September 2027, weather permitting. More details about this project can be found at https://h1widening.com/
