The Hawaiʻi Department of Transportation (HDOT) will resume work on the Joseph P. Leong Highway and Kamehameha Highway Rehabilitation project with nighttime construction beginning Tuesday, December 16, through Monday, December 22. The area affected by the project stretches from Waimea Bay Beach Park to ʻŌpaeʻula Stream Bridge.
Work hours for paving are scheduled from 8:30 p.m. to 4 a.m., Sundays through Thursdays, with final closures ending at 4 a.m. on Friday mornings. The department anticipates completing the rehabilitation in April 2026.
On Tuesday evening, December 16, crews will start near the Haleʻiwa intersection of Joseph P. Leong Highway toward Laniākea Beach. During this time, one lane will be closed and alternating traffic flow will be implemented in the remaining lane along Kamehameha Highway.
HDOT previously postponed daytime repaving activities in July 2025 after receiving feedback from community members and observing conditions in the field. Nighttime paving is now possible following the conclusion of seabird fallout season on December 15. While waiting for this period to end, crews worked on other paving projects and related activities during daytime hours, including lowering manholes and installing permanent markings where repaving was already completed.
