The Hawaiʻi Department of Transportation (HDOT) has announced the continuation of its improvement project on Joseph P. Leong Highway and Kamehameha Highway, stretching from Waimea Bay Beach Park to ʻŌpaeʻula Stream Bridge. Initially started in April 2025 with night work, the project involves lowering manhole covers and resurfacing the roadway.
With the onset of sea turtle nesting season from May to September, the work schedule has shifted to daytime hours. Crews will now operate on weekdays from 8:30 a.m. to 3 p.m., a schedule that will remain until further notice.
Currently, repaving efforts are focused on Joseph P. Leong Highway between Helemano Uka Stream Bridge and the Hale‘iwa Town intersection with Kamehameha Highway. This phase is expected to last two months.
Subsequent work will extend from Hale‘iwa Town intersection toward Waimea Bay Beach Park. Traffic conditions will be monitored by crews during this phase, and HDOT may suspend daytime operations if traffic disruptions become significant.
The project is anticipated to conclude by December 2025, contingent on weather conditions. HDOT advises motorists to exercise caution, heed traffic control signs and barriers, and plan their commutes accordingly. Special duty police officers will assist with safety measures at the site.
