Hawai‘i agriculture department opens compost reimbursement program for fiscal year 2026

The Hawai‘i Department of Agriculture and Biosecurity (DAB), Plant Industry Division, has opened applications for its Compost Reimbursement Program for the 2026 fiscal year. The initiative aims to help agricultural producers offset the cost of purchasing compost and associated transportation expenses.

Funding for the program was approved during the 2025 legislative session, with Governor Josh Green and state lawmakers allocating $400,000 for fiscal year 2026. Eligible agricultural operations can apply for reimbursement of up to 50% of their compost purchase and transportation costs incurred between July 1, 2025, and May 1, 2026. The maximum reimbursement per qualified purchaser is $50,000, and applications will be processed in the order they are received until funds run out. The deadline to submit applications is May 1, 2026.

“For many agricultural operations, compost material is a necessity and a major expense,” said Sharon Hurd, chairperson of the Hawai‘i Board of Agriculture and Biosecurity. “The continuation of this program provides significant support for Hawai‘i’s farmers, ranchers and growers.”

To qualify for reimbursement, applicants must buy compost from certified processors, retailers or wholesalers licensed in Hawai‘i. Only companies regulated under the Hawai‘i Department of Health Solid Waste Management Program are recognized as certified processors.

Eligible participants include commercial agriculture businesses, aquaculture facilities, livestock operations, poultry farms, apiaries and landscaping activities. Applicants are required to submit a W-9 tax form, a sample invoice from their business and documentation showing compliance with federal, state and county tax regulations.
