Daytime paving suspended for Waimea section of J.P. Leong and Kamehameha highways

The Hawai‘i Department of Transportation (HDOT) has announced a suspension of daytime paving work for the Joseph P. Leong Highway and Kamehameha Highway Rehabilitation project in Waimea Bay. The affected area stretches between Kapuhi Street and the ʻŌpaeʻula Stream Bridge.

According to HDOT, the decision was made due to observed traffic conditions during the previously announced daytime schedule in May. “Due to the observed traffic conditions during the daytime schedule announced in May (see https://hidot.hawaii.gov/blog/2025/05/08/joseph-p-leong-highway-and-kamehameha-highway-rehabilitation-continues-with-daytime-schedule/), HDOT is suspending the paving in the Waimea Bay area until traffic conditions are favorable or when nightwork is allowable,” HDOT stated.

While full paving operations are paused, HDOT crews will continue to monitor pavement conditions regularly and may carry out maintenance repairs as needed during daylight hours. Contractor crews assigned to this project will be redirected to other ongoing projects, including paving on the H-201 Freeway and rehabilitation work on H-1 Salt Lake.

Daytime lane closures for installing permanent striping on repaved sections of J.P. Leong Bypass—replacing temporary markings—will be scheduled and announced at a later date.
